Mine doesn't click on -- I attached it with the velcro to the belly bar. It doesn't seem very secure, but my 2 yo hasn't removed it yet

Mine didn't click right away either. I noticed that the elastic strap was in the way. Once I moved it, it clicked in. You do have to push pretty hard...

The elastic ALWAYS gets in the way on mine. PITA!!

you have to do one side at a time, if you try to snap in both sides at the same time it won't click

I did try one side at a time.
And when you girls say the elastic strap- do you mean the seat fabric?

Yes, its a stretchy section of the fabric that sits right where you snap it in.
