I hate it too. I have a friend that used to do it and I would complain.. she started writing a warning on the outside of the envelope.

My aunt ALWAYS used to do that and it drove my mom NUTS but we were kids and loved it 
Now if it was me... Id be really annoyed

My cousin does this for EVERY card she sends...moving cards, birthday cards, anniversary card ect.
Its the most annoying thing, I got soo ticked off one day that I returned the card unopened.
She doesn't put confetti in my cards anymore.

I put it in everything!! My engagement invites, wedding invites EVERYTHING!! So many people mailed them back in my RSVP's!!!!! I love that stuff!
