Do you think it is a waste to take a 14m old to Hershey Park/Dutch Wonderland?

We are planning a road trip in May. DS will be about 14m old. We will be driving from NY to Maryland/Washington, DC.
I've read on here that Dutch Wonderland and Hershey Park are more toddler friendly than Sesame Place.

We went over the summer when DD was 2, that seemed like a good age, maybe 2-6 years? I'm not sure a 14 month could even go on a lot of the rides.

We went when DS was about 15 months. We had fun, but he couldn't go on many rides, I think 2 and over is a better age.
