Re: feeling dumb -- jewish holidays
You can say "have an easy fast." Or if you want to show off, you can say either "G'mar chatimah tovah" or "G'mar tov." Which means: may you have a good sealing. On Rosh Hashanah our deeds of the past year are written in the book of life (figuratively) and on Yom Kippur it is sealed (until next Rosh hashanah).
Happy new year or "l'shanah tovah" are reserved for Rosh Hashanah (the new year) and the 10 days between Rosh hashanah and Yom kippur.

You can say it, it's not wrong. But have an easy fast and G'mar tov are more appropriate. Yom Kippur is a solemn day.

I definitely do not say that on Yom Kippur. That's a new year saying, not atonement.
