Forward facing car seat?
We bought DS his big boy car seat last night but I'm not sure if I can put him forward yet. He is 20 lbs, 9 1/2 months old.
Is it:
20 lbs OR 1 year
OR
20 lbs AND 1 year???

It is AND. Which really ticks me off in a way b/c DS is so long that his feet dangle over the end of the infant seat. He is so much more comfy in his Britax, but it is a PITA to use it as a rear-facing carseat.

2 of my friends told me that their doctors said they could put their kids forward facing since they had good neck control. i don't get it!

I would keep them rear facing until the were over a year, and over 20 lbs. Definitely AND.

Can you get a ticket if the carseat it forward-facing? DS has amazing head and neck control, and actually sits himself up in the rear-facing because he hates the incline.

It's the law that they must be rear facing until 1 year AND 20 lbs. It is illegal to do it before.
It's also very unsafe. They need the age especially in order to allow their bodies to mature enough to handle the impact. Less than a year and they will have much more trauma to their necks.
It doesn't matter if their feet touch the back of the seat. It's much safer to keep them a little squashed in the seat than turn them forward before they are ready. Longer than a year is even better.
Even for adults, it would be safer to be rear-facing. It's just not practical for us, though. Rear-facing allows the entire body to absorb the impact in a head-on collision (which is by far the most common and most injury-causing). Forward facing, all of the impact gets absorbed by the part of the body covered by the belt.

He shouldn't face forward until he is at least a year old. The longer he faces backwards the better
