The Grant America Program defines a low to moderate-income homebuyer as anyone
that qualifies for an FHA loan under HUD guidelines. For non-FHA loan programs, the
low to moderate-income definition is met by qualifying for a loan program that accepts grant /
gift funds for use towards a down payment.

the catch usually is that if you made enough money to qualify- you couldn't afford the house

so essentially, if you've been apporved for a mortgage, you can afford the house... well now you can, since the mortgage crisis!
