They can be. Sometimes they have a theme. I went to one a couple of weeks ago and there were a bunch of different gifts ranging from a bottle of wine w/ stopper, a penis towel (google D*ck Towel and I believe it's the first hit... soo funny!), a sex bible w/ naughty dice, a popcorn maker w/ kernels, glassware, etc.

It depends upon the party rules. I thought it was a gift you can steal from the first 3 people and the third person to steal gets to keep it. The first person to pick may or may not get to steal at the end, so it is better to get a higher number when you pick numbers. Some white elephants can be gag gifts but others are real gifts. Usually the person who creates the party says what type and a dollar range.
I have been to both types and have seen things like:
kitchen items
alcohol
sexy items
gift cards
