Great Wolf or Willow Valley Family Vacation?

It will be me, DH, step-son age 11, step-son age 8 and DS will be 16 months in August when we go.

Are the water parks both geared to younger AND older children or just one or the other?

I've been to Great Wolf twice with children ranging from 16 down to 1 year old. Everyone had a great time!

Indoor water parks in PA.

But I think Willow Valley only has a few things... not really like a full water park.

I have been to willow valley and it has a tiny little water park inside by the pool area, but the main attraction in Aug would be Dutch wonderland which is nearby.
This park is really more geared towards smaller kids, but hershey park is about 30-45 min(?) away.
Also near Willow Valley is the Stausburg train museum, and factory outlets for shopping.

I havent been to great wolf lodge yet, but I know its a large indoor water park-geared towards older kids--I believe the main attraction is indoors-so the best time to go in the cooler months. Not sure what outdoor attractions are nearby.
