Half day pre-k 3 days a week?

Half day pre-k 3 days a week?
I'm not sure if this is the norm, but what the heck am I supposed to do with half day pre-k 3 days a week?
DD is 2.5yrs old and goes to full time daycare. She is currently in the oldest room AKA "preschool". They have a whole curriculum and everything. We drop her off at 8:15AM and pick her up between 4-4:30PM - 8.5 hours a day.
Our city elementary schools have half day pre-k for three days a week but it is based on an interview and then a lottery! Is this normal?
How they heck are we supposed to pick her up at noon from pre-k? We would still need to pay for her to go to daycare "preschool" everyday plus either DH or I would have to leave work in the middle of the day.
How does anyone take advantage of this program? Is it really only beneficial for parents who work REALLY close to the schools or SAH parents? I don't get how the city could even think that this is a decent program!
FTR we live in central CT but I know that all cities/towns are different...
Just looking to see what everyone else has available to them per their city/town.

We are lucky because our district offers UPK to every child. Most other districts have a lotto system. It's 5 half days here, no bus. Not great for working parents, I agree.

So what do you do with your child for the other half of the day?
I sent my son to private. (also half day) I was home to pick him up. I work p/t so I change my hours as needed.
They do have three spaces for UPK, one of them is the YMCA. I imagine that the working parents could request that. If not, I guess they have to get someone to pick them up. Some of the daycares over here offer bus service.
