Halloween treat bag for toddlers?

Loey's class is having a little Halloween party next week and I wanted to make a cute treat bag for the kids. What can I put inside?

So far I only have mini playdough and packs of whole grain pretzels.

I don't want to put in any candy. The kids are all 18 months - 2.5 in his room, but I think most are 2 years old - 2.5... he's the youngest at almost 22 months.

Target has a section for Halloween goody bags. it's back by the Halloween stuff. this is what i did for DS last year.
you could do crayons, balls, goldfish?

Landon is older, but we got a bunch of fun stuff from Target, stop & shop, cvs... wherever we are he finds something. We got pencils, stickers, slap bracelets, kazoos, yoyos, spider rings...

I'm putting together small goody bags for my son's pre-K (he's 4).

So far:

Wendy's frosty coupon
Mini Oreos
Teddy Grahams

I may look for stickers as well.

We got a little pumpkin mini bubbles two years ago and DS (and I) still love it! I refill it and it's great to keep in the diaper bag for whenever bubbles are needed! My favorite treat bag item by far.

$1 store and party city sell packs of them.

The clementines/tangerines are cute.

Maybe Target dollar section or the dollar store will have little halloween book or something?

Teddy Grahams and goldfish make the individual packets.....maybe a ball? Party City usually has some for not too much $$$
