It is a bit young. I think they start closer to 4-5 yo. You would have to call local stabbles. DS does it but he has side walkers, does not lead the horse himsel and it's a special program.
Can he follow directions?
What area are you looking at? Close to Melville/Huntington there are Thomas School of Horsemanship (they are very "classic" in their riding), Sweet hills stables, Stanhope stables.
Usually that young it's only 30 minutes long. Count about $40-$45 for half hour. Some have package of lessons and it's a bit cheaper. It's cheaper on group lessons. Then they have semi private (2 riders) and private.

Re: horse back riding lessons for kids
My dd rides at Thomas's I think they are great. she did sweet hills for a short time wasn't as impressed with them. Thomas's gives you more hands on with the Horses. They do start them at 3, just got the spring application the fees are:
10 lessons 1/2 hour with three riders or if they have a group of 3-6 riders it will be 45-mins. the cost is $450. If you ride on sundays its cheaper because they have fewer lessons because of horse shows.
private lessons 10 1/ 2 hour lessons is $590
my DD has been riding there for about 5 years and again only great things to say about them.
