how do I make him stop throwing toys (need solution other than time out)
He throws and laughs and then says, "is it time-out?" and he just smiles through the time-out. It usually does divert him but I am wondering if there is something better I can do to stop him?

I started taking away what ever he threw. It worked for us but it took a long time. I also would let him see where I put it and he had to wait a day to get it back.
This phase lasted a long time for us. Every once and awhile he throws and now that he is older and he isn't throwing his toy and it is just something he goes in his room.

Agree, put the toy in time out. Take it away for awhile and let him know why it was taken away, then drop it. If he screams for the toy, ignore him. He'll get it.
