How do you make cupcake toppers?

I need to do something with DS's winter onederland theme. Such a stupid question, but how do I make those cupcake toppers? With popsicle sticks and cut out cardstock myself? Then glue it all together? It just seems like popsicle sticks are thick to go into cupcakes. Can you please post your cupcakes so I can get ideas also. TIA!

Not sure how everyone else does them, but here's how I did them.

Design on the computer. Print about 12 per page (or as many as you can fit).

Use round or scallop round paper punches to punch out (cut out) the design. I ordered my punches from Amazon and the 2" size seemed to work well.

Use lollipop sticks (the skinny white ones, I bought at Party City).

Glue round cutout to stick.

Voila!
