ID Chips in dogs?
Where can I get this done? My old vet was not a proponent of it if my new vet also feels I shouldn't do it -- where else could I get it done? Does Petco still do it?

Some animal shelters will microchip dogs for a fee. I know the New Rochelle Humane Society does if for $35.

Why are your 2 vets both so against it?
I would not let anyone do it, other than a vet. It can cause them discomfort when being done. I would want them in a vets hands.

We haven't addressed it yet with the new vet, but our former vet felt chipping gives a false sense of security and in his experience owners of chipped dogs would let their dogs out more casually, ie off-leash/uncollared, unattended in a backyard. IMO, its an extra layer of protection, especially because my dog is still able to jump my 6' fence, and he's almost 7yrs old!

If someone truly cares about their pet, they won't get casual about it b/c there is still theft, an animal getting hit by a car, etc, etc, etc so if someone is smart and cares, the chip can only add another layer of protection in finding a lost or injured pet. I think your old vet's stance was kind of odd. Accidents do happen and the chip can (but not always) be very helpful.
I would only let a vet do it, again.

Totally agree! I believe the ASPCA and most other shelters will do microchipping for you. Our dogs are chipped!

Petco does it during their vaccination clinics. I would call ahead to make sure they have microchips

I am astonished by the vet's opinion and I applaud you for being a loving and responsible pet owner.

While I have to assume that such dumb@ss dog owners exist, to generalize all owners who choose to chip their dogs as lazy and irresponsible is plain ignorant.
Both our dogs were chipped before we got them but if they hadn't been, I would have done it. It's an added assurance.
People routinely justify keeping dogs they find by saying the owners must not have cared for them if they got loose. It's terrible. I'd want to know if, God forbid, one of my dogs got loose somehow, that they could be scanned if someone decided not to look for us and keep them.
I've never considered the chip to be anything but an extra measure in getting my dog back to me safely.
