Long shot: but has anyone ever transferred plates on an out of state, used vehicle?
Trying to get a rough idea of how much it costs (trying to bring cash).

Transferring plates to a vehicle that you are purchasing out of state?
I know the cost is not as much as new plates.
Depending on vehicle, $150ish or so.
I know new plates are a lot more.

DH did this once when we moved. We purchased the car from PA. Since it was privately owned, when we went to register the car, we needed to pay the sales tax on the car then. So what ever the sales tax is for your county. I am not sure if NY is the same way though. I don't think the new plates were much.
