I use the little plastic ones from Walmart or Target. They even worked for Brooke yesterday. She had her first pigtails, her hair is really short and fine:

I got them in the baby section at Walmart. I can't remember where I get them at Target.

I get small pony tail holders in Target --- made by Goody. I get them in the regular hair section. They have a selection of the hair clips and pony tail holders there for kids.
I don't use the little rubber ones on her because when we take them out they pull out her hair and break it.

That use to happen to Kaitee and then I realized I was making them too tight. I now leave them one one or two loops more loose than I normally would and I no longer have this problem.

I also agree with the small Goody holders, I also get them at Target.
My DD has a lot of hair- a full head and the plastic ones didn't hold up well in her hair and if I made them too tight her hair would break.
The Goody ones are awesome and don't break my babys beautiful hair.
