New Child care welfare fund benefit
As per the NY Teacher newspaper...
As of Jan 1, 2010
*A new child care welfare fund benefit--
For members on child care leave, the fund will extend benefits up to 4 months following the birth or adoption of a child. The welfare fund benefit extends existing coverage for members and their dependents, which can extend child care leave up to 8 months total.
Ok this is verbatim what was in the NY Teacher paper...
So I read this to mean you keep help benefits for you and family for 8 months (while you only get paid for you sick days and then the 20 borrowed)
How do you guys read it?

I read it to mean that you will have a job held for you for 8 months. Nothing more. It would be great if you could keep your benefits for that time. I only got paid for 6 weeks and I had 30 days saved in my bank, but they would not let me borrow any days. I had a c-section, too.

But we can be out for up to 4.5 yrs and then walk right back into our job, so why would they need this at all then?

to keep insurance im assuming..as of now u can only keep your benefits for 12 weeks

No Thank god...from the same newspaper:
Either parent can also apply for a contractual child care leave. This unpaid leave, which does not include your health benefits, begings after the 6 or 8 week recuperation period and can last up to four years from the first day of school following the leave.
