I would wait another couple of weeks until it's a little colder out. Usually I do it late September/early October.

Put Red Pepper down over the bulbs and they won't bother them so much.

It also depends on what kind of bulbs. I have some bulbs that need to be dug up in the fall & planted in the spring.

Funny you should ask this. I just got my catalog from John Scheepers and picked out crocus, tulips, daffodils, and lilies with my husband.
Can't wait to get into the new house to plant them!
But back on subject - pepper does a good job, so will companion planting with daffodils because apparently they taste like crap, but I go for the sure-fire method - buiding a cage of chicken wire.
All these containers had a piece of fitted chicken wire between the bulbs and the top soil. The stems will find their way through the holes just fine.

Are you talking about Dahlias? I those. Now that I'll have an unheated basement, I might give those another try in containers and just bring them in for the winter.
I know a gardener who was able to keep Canna lilies in the ground over the winter and they bloomed the next year, even though they're not supposed to be hardy in our zone. She planted them near her foundation so they would get heat from it over the winter and she mulched the h*ll out of them. I want to give that a try too.

I'd probably use the ground pepper so you can spread more of it around. I've used ground pepper for my birdseed and it worked pretty well.

I loved planting bulbs last year - we had great results ... the tulips only lasted about 2 weeks and the heavy winds and rain ruined them. DH helped last year and said it wasn't worth the time and effort. So I don't know what to do this year.

Two weeks was normal for my tulips too. Why don't you get different kinds for different blooming times? Get early April bloomers, mid April, late April etc. and plant them according to bloom time so as one batch are losing their petals, the next ones are blooming.
They should come back again in spring, so if you get about half as many as last time, and supplement what you already have, you'll have a good show!
