i just called a few places on tuesday.
Perillo was 1st delivery $2.79, ceiling is 3.09-3.14 and fixed is 2.99
Petro is variable 2.84, ceiling plan 3.03-3.18
Tragar is variable 2.49-3.09 with a discounted 1st year contract
Meenan is variable 2.84, ceiling 3.04-3.18

About a week ago I ordered at $1.77/gallon.
I like COD b/c from their site, I get to pick who is the cheapest at the time.
I don't like being locked in anywhere.

Todays rate was 3.33

 Actually, I meant $2.71. I wish it was $1.00.......
Anyway, this time, I ordered from Discount Fuel. Although, Arctic Home and Cool Power usually end up being the cheapest.....but last week Discount Fuel was-- so I ordered w/ them.
ETA: I also love COD fuel b/c it keeps a history of who you ordered from, how many gallons, last time you ordered and the price per gallon. In 2008---the cheapest was $3.59.
