Not in NY.
We offered almost $10K less at first...and then changed it to $100 over asking because there was a lot of interest. We got the house with the lucky hundred.

I think you really need to go by percentages.
Most RE transactions, even in this market, are still selling between 3-10% less than current asking price if the house is priced reasonably.

I totally agree - $20K on a $500K (4%) house is different than $20K on a $200K (10%) co-op.
and you are right - the news today said that housing prices dropped in august - but remember that it is houses that closed in august, so the purchases probably happened may/june. Even if a house is "fairly" priced, I would still bid 10% lower - if they are serious sellers they will counter.

or more like what the mortgage banker I am married too thinks it worth

this is what our realtor told us to do yesterday (he is a family friend). We were gonna bid higher, but he said to start at ~10% lower than the listing price.
