There are a lot of reasons for not giving dogs away for free, and the ad was probably pulled because someone told her why.

Apparently pets shouldn't be free because then people who have bad intentions snap them up - for dog fights, experiments, and whathaveyou.
I don't really know much about it, just what others have posted here.
