We have an apt in our house which we rent (it's a legal 2) and i had the tenant fill out an application, we did a credit check, employment check and prior landlord check. We also had a lease drawn up which he has a copy and so do.
It all depends on who you rent from. Some people are not as particular while others go the whole length when renting out.

We rent the 2nd floor of a legal 2 family & the landlord was very laid back...he just asked for a month's security; didn't even ask for references & we moved in 2 weeks later. He even let us pick out the new carpet color (it was a new apt). Very laid back & easy. He got us an AC & we don't even pay extra in the summer. He let us make up our rent sked (pay all at once or twice a month, cash or check).

As the OP said, it completely depends on your landlord. Our landlady is COMPLETELY laid back. When it started getting really hot in the apt, I asked her what we could do to keep it cool...and she allowed us to bring in a portable a/c and didn't charge us extra for electric. I think the only thing I didn't like is that we weren't allowed to have pets. I've always had cats and missed having them around. But we're moving out in 3 days, and have plans to go to the animal shelter next week!
