Spinoff to picking paint colors...
I want to paint one of my bedrooms a light blue or gree color. It is currently a dark almost navy blue. Will primer do it, or do I need to something else?

I think primer is fine. I think it is extra work when you go from a lighter to darker color.

get a tinted primer! We always use a tinted primer, no matter what color.
