It depends on the township you live in. I would recommend you contact the assessor's office in your township for full detailed info.

Here is what I posted on Heather's thread re: Brookhaven.
Here is the phone number for the assessor's office in the Town of Brookhaven. It's the info number listed on their website for basic star application questions.
STAR Exemption – Basic (631) 451-9051
Brookhaven's deadline is March 1 (every town has a diff. deadline).
We applied for it before we had all our paperwork from the closing and the Town still took our application and then we provided them with the additional materials once they arrived.
Here are some instructions from the form. I would recommend you just go to Town Hall and apply in person. It's easy and then you have piece of mind that the form was received.
In addition to the completed application, the Town of Brookhaven requires you to submit PHOTOCOPIES of the following: Submit Photocopies of: 1. If you purchased your home within the last two months, we need to see proof of ownership which is one of the following: “Deed” for a house/condominium OR “Bill of Sale” for properties in Greenwood Village OR “Certificate of Shares” for Co-op to prove ownership. (Note: if the ownership is in a “Trust”, include a complete copy of the Trust) 2. And for every application, we need one of the following showing the current address as proof of residency: Driver’s License OR Non-driver I.D. OR Voter’s Registration Card OR Car Registration If you have not yet changed your driver’s license, you can write the new address in the space provided on the back and photocopy both front & back of the license.

I would recommend not waiting to the deadline, esp if you apply in person due to line at the town.
