Stuck between a rock and a hardplace

There is this man at work we all (and every agency that had our same program) has to deal with because he oversees the program on the state level. On a good day, he can be a nutjob to deal with because he is one of those people who is super-smart and knows everything much more than everyone else so therefore, is condescending to EVERYONE. Anyways, he recently has taken on another role which has lead him to become unbelieveably stressed out and he in turn takes it out on everyone around him.

The final straw happened between yesterday and today though.....apparently he was giving a training yesterday and went up to one of my co-workers (I wasn't at this training) and started berating me and my staff. He actually called me a moron to her. He then in turn called my boss and insisted that I go to some stupid meeting today that I really didn't need to be at. And called me all kinds of names to my boss.

Anyways, my bosses basically have to kiss this man's *** because he is the "gateway" to letting in all the business we receive, even if he's totally off his rocker about us.

I just am beyond ****** off though because I feel like his behavior has escalated into verbal abuse for no reason. I have also asked other agencies if they go through this. One person actually told me he has put stuff in writing degrading their staff that could probably get him in lots of trouble if anyone didn't fear submitting it.

With that said, I just feel like none of us can do anything about him because it could cause total backlash and maybe even cause us to lose our jobs.

I would normally at this point leave since I don't deserve this ****, and KNOW I could get another job in a hearbeat, but I am 18 weeks pregnant and need to stick it out at least until the end of my pregnancy. I just don't know what to do though since I pretty much am stuck there now until December. I sent my boss a very firm email stating that I wanted to discuss this matter with him because I felt like my agency was not backing me up, and also, I just don't think it's right that this guy gets away with this ****. Does anyone have any advice for me? TIA!

Can you speak to someone confidentially, like HR and submit a formal complaint?

If you have in writing that he's been abusive, I'm sure you'd have a case.

Problem is, he doesn't work for our agency. I know the route I could take to file a complaint at the state-level, but I seriously worry about the backlash that could occur to our agency.
