in the city I believe the heat has to be available between Nov - May. That is rediculous that you don't have heat w t f is your landlords problem? it was FREEZING last night!

I ask this because we have no heat AGAIN! And we are supposed to have a whole bunch of family over for Easter tomorrow
Not sure where you live but in NYC heating season is October 1 through May 31.
6 a.m. and 10 p.m., heat must register at least 68 degrees Fahrenheit when the outside temperature falls below 55 degrees and 10 p.m. and 6 a.m., heat must register at least 55 degrees Fahrenheit when the outside temperature falls below 40 degrees.
Long Island, Rockland, Westchester have different rules.

here you go:
When is it required for heat to be provided?
In Nassau County, the Nassau County Public Health Ordinance requires that heat be provided from October 1st through May 31st the following year, any time the outside temperature drops below 55 F. The required minimum temperature is 65 F between 10PM and 6 AM (overnight) and 68 F between 6AM and 10PM (during the day).

Kathleen - I swear I cringe every time I see a post about your apt/landlord. This guy is absolutely insane! I swear...you've had problems with him since day one.
Good luck on getting your heat turned back on...and kick some butt on your home search!
