I agree that this is an informative list but the reason those schools fall into that status is because of the percentages of students that do not pass the ELA exams or NYS Regents exams.
There are many factors that come into play here. The main thing is that ALL students are required to take state assessments today when they weren't a few years ago. Which means that even the children with the most severe disabilities have to take exams like the ELA and the Regents.
Also the list represents the performance, it has nothing to do with how hard the teachers work or how well they prepare their students.
Just a little backgound they had to add.

To add to this also, there may be students who do not speak english as their first language who are taking these tests.. I know when I was teaching and we gave the state science tests some of my students who were very bright but could not yet read english well because it was their second language, scored poorly on these tests.
