Toddlers and dogs - safety?

My parents have a shitzu maltese. My 13m old DS loves chasing the dog all day long. Now that DS is older, he loves grabbing the dog and tries to pull the dog's hair.

how do I get DS to be more gentle?

I feel like DS is going to get bit sooner or later. We supervise DS all the time in the presence of my parents' dog. I'm just afraid we will turn our head and he will pull the dog's hair so hard that the dog will bite. Sigh..

We have 3 cats and a dog who are all extremely patient, but I do know they will only tolerate so much. If I see them being a little rough with the animals, I tell them to be nice and show them how to pet gently, and they will usually follow suit.
