Transfer everything to an external hard drive and copy onto your new computer. It's good just to always have everything backed up anyway.

Picasa is a free program from Google. You will have to download and reinstall the program. Picassa
ETA: So no, Picassa does not go on the external drive but your pictures and music do.

Pisca is a program on your computer.. If you upload photos to google's site, then they are stored online...
On the new computer, you would move your photos over (external hard drive, cd or dvd's backup) then load the program. It will rescan and index your pictures...
If you have a router, you can move documents over by opening a share on your new computer and coping them over...
If your really good, you can move the old harddrive to your new machine... just saying as another option
