I don't know if I would blame the commute even. I would try to put a positive spin on it and not blame his current school or administration at all. Something like - I want to broaden my experience and utilize my skills in another setting. I think it looks bad to say anything negative.

I don't think there's anything wrong with blaming the commute. We once hired a guidance counselor who was leaving a school where she had tenure, and the sole reason she was leaving was because of her commute. It didn't seem strange to anyone.

I'll go a step further and say this: When I interviewed for my current job, and my principal asked why I left my last job, I said, "In short, I didn't feel supported by my administration, and I feel that a strong administration works WITH their not teachers and doesn't have them working in isolation all the time".
They were pretty impressed by that answer--probably because I was frank and honest.
Then again, my other school was 700 miles away, so I probably could have cited "long commute" as well.
