Basic supplies like:
toilet paper
soap
cleaning supplies
paper towels
a mop
a broom
sponges
a scrubbing brush
toilet brush
plates, glasses, flatware (you can get disposables to hold you over in the meantime)

A set of cleaning supplies:
Broom
Mop
Scrub brushes
sponges
dish towels
dish soap
hand soap
toilet cleaner
oven cleaner
paper towels
brillo
When I moved into my first place, I had to clean it before I moved in. The supplies were an expense I forgot.
Plus:
Plastic utensils
paper plates
disposable cups and bowls
Most people take a little while to unpack, and disposable are useful until they get settled.

OH! Cheapo curtain rods and curtains, until they can get nice ones. I forgot those too, and had to hang up sheets so my neighbors wouldn't see my nekkid behind running around.

just so you know- you can get dishes and stuff like that at Ikea- they are cute and cheap- that's how I outfitted my first apartment- they even have wine glasses, etc.

From personal experience--the morning after my wedding, I woke up (in our new home) and while taking a shower, realized we had never bought shampoo. Very annoying.
