What size would you buy for the summer if
your DD was 21lbs and 30.5inches right now?? 12 or 18 months?

It depends. On their birthday everyone gave them 18 month clothes - the pants were all too long (I had them all taken up) - they are just fitting into some of them now and they are 17 months. Shirts they fit into 18 months and still are - some 24 months now. Short legs, I guess.

I'd get 18 months.
ETA: My DD just had her 9 month appt, she is 28 1/4 inches and 21.7 lbs, she's already in 12 month clothes, def will be wearing 12-18 months in the summer.

DS#2 will be 8 months next week and he weighs around 21lbs right now but definitely not 30.5 inches. If I had to guess I think he is about 29 inches and he is wearing size 12 months right now.
I think 18 months in pants would definitely bee too long. I just don't understand why they don't make sizes between 12-18 months.
