I found smaller ties a few weeks ago in Macy's. Also Gymboree and Children's Place has holiday ties out now.

Strasburg Children has some very nice ones and they're not clip on and you don't have to tie them - really a great design. They're at the outlets in Deer Park.

I found one at Target. They were near the belts in the big boys section. DS is 3 and it was perfect. He LOVES it!

I'll throw in one more option... I got DS a cute one by buying an inexpensive outfit set from Sears. I think it was Dockers brand. They were like $12 each set, for dress pants, collared shirt, vest and tie. The pants were polyester and the shirt was icky but I wanted it for the vest and tie which were nice quality. I put it with my own shirt and jeans.

Kohls, Children's Place, Macy's and JcPenny's is where I have found ties for my kids.

Karakos does. I know this b/c the tie I picked for Dh for the Baptism was a children's tie as per the salesman!!
