I own those two coverups (but my #1 is patterned).  I like #2 much better. They are both kind of short, and #2 is WAY more flattering.

#2 seems like it won't pull off a bikini top when taking it off like #1 would. Yes, mortifying moment.

I have #2 in black used it on my honeymoon - it is SO CUTE! I love the little ruffle at the end. It's really flattering - I was hoping they'd make other colors besides lime and orange.

I have both of those in Juicy Couture. I like the second one better...it doesn't fall down because of the drawstring in the top.

I am 5'6" and they are both just under my butt. #2 is terry too - which I love. I actually was wearing that one yesterday as loungewear

I have #2 in black and while it's cute, I find it to be very short (I'm 5'9"). Therefore I feel a little cheesy when I wear it. Therefore I almost never wear it.
I'd go with #1.
