Yes, it's disrespectful to fly the flag in the rain, inclement weather, or at night without a light on it.
Traditionally, the flag is flown from sunrise to sunset and shouldn't be flown in the dark. If you leave it up 24 hours a day, there should be a light on it from sunset to sunrise.
Some other flag tidbits:
- Don't fly old, tattered, or worn out flags - Never throw out the American flag. It should be burned or buried. (The boy scouts do a proper flag burning ceremony to retire an old flag!) - Don't let your flag touch the ground - Fold your flag when not in use - Traditionally, the flag is raised at sunrise briskly, but lowered slowly at sunset. (I don't really know the meaning behind this, though)

We normally fly the American flag and a Support Our Troops flag, but the fixture that attached the flag pole to our house recently broke. Once we get a new one they'll be out there again!

You can leave old flags in at AmVets or American Legion halls. The one by us has a special box outside that you can put your flags in and they take care of destroying them in the proper manner.

We fly the American flag on the flagpole in the front yard. we have a smaller pole by the garage where we have smaller, seasonal flags.

We live in an apartment and can't put up a post for a flag, we do have an American flag in the kitchen window and in the windows on our front door.
