Who knows anything about labor laws?
More specifically, paid vacation time after you resign?
trying to see if you need to sign something acknowledging the fact the company has changed their policy..or if it just needs to be a memo, email, etc.

It can be a memo or email. A company can change it's policy at any time - unless it falls under a collective bargaining agreement. Also in California, the laws are different. Once a vacation/holiday/personal day has been earned, it cannot be taken away.
It should be an across the board communication to all employees.
