Wine bar or Tapas in NYC

Love Flor de Sol for tapas!
I like Wine Bar in the east village for wine. We used to go to Vero and Uva when we lived on the UES too.

Been to Sala in the Bowery and loved it.
Pipa- in ABC Carpet & Home was very very good- went for my birthday... that's on E 19th between broadway & Park Avenue South
Xunta- 1st ave between 10th and 11th- is more of a young crowd and low key (where as Pipa is more upscale)- they have caskets for tables and it's pretty crowded in there- but a great "jumping off" point.

I was going to suggest all three but my FAVORITE is Xunta.
they have live Flamenco (I think every thursday night) and the ambience is to me more authentic. it's also truly Basque tapas which are different than many of the other standards. have the dates wrapped in bacon...HELLOOO DIVINITY!!!!! and drink the sangria straight from the horn!!!
Pipa is nice if you want the more upscale atmosphere. I went once and didn't find the need to go back. it was enjoyable but...I like these other places more.
Sala...ah Sala...I've been here many times (Bowery) and have some fun fun memories even almost got thrown out once but sometimes the management annoys me. my party was shusshed on more than one occassion when I went with a few hotties I know ...don't shush me...it's a farking BAR.
but the food and sangria are always a hit there. my favorite is the goat cheese with honey and onions....there are also a few other cool bars along the Bowery you could hit up before or after.

Agozar in on bleeker and bowery. They have 2 for 1 tapas and mojitos from 5-8.Agozar

I second Pipa.
EDIT - Also check out Divine Bar. They have great tapas, wine tasting flights, etc. you can look it up on menupages. SCRATCH THIS -- THEY AREN'T LISTED ON MENUPAGES ANYMORE AND I CAN'T FIND THE WEBSITE!
