i have been to a few of them and I think the one in patchogue is great.
It has a little toddler area. We have been bringing DD there since she was a year. We don't even have to buy many tokens for her because she just likes pressing buttons or "driving the car". There is also a mini slide for the toddlers.

IMO, 14 months is too young for CEC, there is not much for them to do.
However, I have never been to the Patchogue one.

It depends on the location. I have been to my nephew's birthday party at the one in Hicksville, and it was pure CHAOS! I don't think I would bring a child under four to that one. Never been to another location though.
