Would this be an ok thing to do?
I work for a big company and a friend of mine is looking for a job within a certain department that I have no connection to.
I did some searching for names of HR recruiters for that dept, would it be ok to email her resume over to them even if there are currently no open positions?

I don't see why not.
I forward resumes all the time.
Where I work they hold them and call if someone may not end up working out.

I agree - I think it's totally appropriate.
Most people get jobs through networking. When I worked for a corporate law firm, I used to submit resumes to legal personnel on behalf of old law school classmates and that type of thing, even if they are not in my area of practice or I knew we weren't hiring. My DH works for a huge international bank with many departments and divisions, and he submits resumes all the time.
Unless you know it's frowned upon in your specific workplace or for some reason you don't feel comfortable doing it, I see no issue.
