Would you enroll your child in a summer program what was 30-45 minutes away?
DH and I want to enroll our kids in a swim school. There is an excellent one but it is 22 miles from us. It would take about 30-45 minutes each way. The program is 2 weeks, M-F, and the times are either 9-12 or 1-4. I would probably do the 9-12 only because it is South of Belmar and the traffic to get there can get crazy. I would also have a newborn if that makes a difference and I do not have anyone to leave the baby with. I would probably go to the beach since I think it is really close to the school.
I have looked into the YMCA and NYSC but the kids barely swim, they end up sitting mostly on the side. Here, in the 2 week program they have 30 swim lessons.

I wouldn't - especially with a newborn!
I agree. I wouldnt want to travel and be out of the house that long with a newborn.

Normally, I'd say it was fine, I'd do it. But with a newborn, it would be tough. Can you hold off until next year (though I'm sure you really want them to learn to swim this year, obviously).
ETA: How old will baby be during this time?

I pushed it off last year because the requirements were 3 years old AND pottery trained. D potty trained the week of her 3rd birthday so I pushed it off.
The youngest the baby would be is 10 weeks. It is also, drop off/pick up so I do not stay there.
There is a swim club that I can walk to but I would have to join and then enroll them in the swim camp and they have lessons. So I would need to pay for that as well. The upside to that is, I can use the pools anytime I want and they have a toddler area.

No but I would do it for a 1 session of 30 minutes per week.
You will have to drop off and pick up twice a week. You can't stay for 4 hours. 22 miles is just too far. Especially if you will have a newborn. By the time you will drop off and come back home, you will have to go out again and get him. That's just crazy!
