I think you can't do much. You took it upon yourself to speak with the landscapers after the owner said no. I would contact the PM and explain what happened and ask if they will work with you on the bill. If you are in a complex, they have a contract with a company. All contracts run though them not the tenant. I would also contact the owner cause the landscapers might be trying to get $ without ownership even knowing. Sorry.

But you have a lease with the owner of the property who has hired a property manager to handle all contracts. Unfortunately, you don't really have the right to tell the contracted vendor what to do. I work in the industry and hear this all the time. the only thing you can really do is ask if the property manager is willing to go to the owner to split the cost of the services you requested. While you probably saved them money in the end by having the landscaping trimmed away from the pool and not damaging it, it wasn't your call to make.
