Not for me. Reminds me of how me and my friends dressed in 7th grade though - we rocked the shorts and colored tights like nobody's business! No boots though, just Keds

I have a pair of pants that are cuffed and come down right over the knee. I wear those with my tall boots and it looks great. The pants are wide legged though not skinny.
