Is he just certified in elementary, or does he have something else - maybe special ed, or bilingual? That would certainly improve his odds.
I hate to say it, but he is going to have a very hard time getting a regular elementary position on LI.

I think he has decided to go back to school for admin. because he is only certified in el ed.
