How do you handle one of the twins being mean to the other?

How do you handle one of the twins being mean to the other?
My dd can be very nice at times, but other times, I think she is the devil.
She will start out just patting ds and before I know it, she is whacking him in the face or the head.
I remove her from those situations if we are home but what about the stroller? Today she was very unkind to him and I really couldn't remove her from the situation because we were on the city streets....
Any help would be great!

I used to take the one that got hit out of the stroller. Hold them for a few minutes. then put her back in. That way they get Mommy love & the slapper wouldn't like a time out in ways.

i do the same thing as tracy. when they are in the shopping cart together sometimes, dd will pull ds's hair. i tell dd "no hair pulling" and then take ds out and hug him and comfort him.

my twins keep switching the aggressiveness. I use time outs since they were 18 months old.

Thanks for your suggestions! I have continued to remove her from the situations and give her a "time out" in her high chair or just on my lap. They are 14 months and I guess she is getting it! She hasn't been as aggressive this last week.

that's great that she's having a better week!! mine go through good and bad weeks too.
i would be cautious to use your lap because that can be a reward for some children. that's why i take the one that got hurt and hold them. and i try not to use the crib or high chair so they don't associate sleeping or eating with punishment.
