Re: best steakhouse
To me, there is nothing that can top a great steak. My top steakhouses are:
The Capital Grille--a chain, we ate at the one in Seattle, but there is one in NYC--the service was the best at any restaurant I have ever been to, and the steaks were amazingly delicious, great sides and appetizers too
21 Bowens-in Newport, RI, they have this amazing bacon-onion butter to top the steak with, love the view too
Delmonico's Steakhouse in Las Vegas/Delmonico's in New Orleans-both owned by Emeril, both have amazing food and great service
Bobby Flay Steak in Atlantic City-the spice rubs on his steaks are awesome, but very spicy
Tellers/Prime in Islip/Huntington-same owners, great atmosphere at both restaurants, great food
Ruth Chris--we ate at the one in Atlantic City, but they are all the same I think--steaks like butter
I don't really eat cheap steaks, but Texas Roadhouse isn't bad as far as cheap steaks go.
ETA: Knew I was forgetting places. The Palm in Atlantic City is awesome. The steaks are great and the sides are really good too.
And I'll second and third the Old Homestead, it is very good as well. Though in AC, I would choose the Palm, Bobby Flay, and Ruth Chris before the Old Homestead.

Long Island: Jimmy Hays in Island Park http://jimmyhayssteakhouse.com/
Atlantic City: The Oaks at The Hilton http://www.hiltonac.com/dining/oaks.shtml
I was not as impressed with Peter Lugers in Great Neck as I expected to be.
We've been to 3 different Ruth's Chris locations (Toronto, Carle Place & Virginia Beach) and enjoyed all of them.
Outback is always good for something less expensive / chain ...

Peter Luger's
McCormick & Schmidt
The Palm
Ruth Chris
Sparks
To be honest, all the big name, pricey ones I have been too have been great.
And I cannot really think of anything to distinguish them as I always seem to get the same thing

Re: best steakhouse
Capital Grille in Las Vegas gave me one of the best meals I'd ever had from start to finish. Incredible food all around in decent portions. Price was INSANE.. but worth it.
Peter Luger's is consistantly good. I love their steak and have loved it forever.
On Long Island I choose 21 Main. I love it because it's close to my home and I love walking Main street in Sayville. It gives me something to do before dinner - popping into shops and chatting. But their food is delicious and the atmosphere is warm and inviting. Plus.. they cook the steak correctly. I know that if I ask for medium rare, that's what I am getting - NOT rare, not medium.
