So if he's allergic to oatmeal...
... should we stop using lotions and stuff with oatmeal in them?

Vanessa have you contacted an allergist? I gotta be honest but I find pediatricians to not be as informed about food allergies in young babies as much as allergists (specifically pediatric allergists) are.
Madelyn was first diagnosed with a dairy allergy when she was 9 months old. Then months later she developed recurring diaper rashes. They were awful. My pediatrician kept prescribing cream after cream, but they continued. I mentioned it to our allergist at a follow-up appointment and he tested her for other foods. Turns out she is also allergic to beef and a mild allergy to egg whites. Once we elimiated those from her diet, the rashes cleared.
When Eliza was 4 months old I brought her to our allergist suspecting a milk allergy. At that age most RAST skin tests come out inconclusive so allergies are primarily determined by acute signs (such as hives, blood in stool, etc). We took a wait and see and found she did not have any food allergies.
At this point, I'd elimiate oatmeal for now and stick with the barley. I also wouldn't use the skin stuff for now because you don't know how serious the allergy is if there is one. But most importantly, I would contact an allergist.

Our ped just kind of brushed it off and said "Yeah, he seems allergic - we'll try it again when he's a year old." I'm not completely happy with that answer, so I'm going to be making an appointment with an allergist that a friend recommended.
Is 4 months too early to test for other allergies? I know you said that you brought Eliza at this age - was she showing any signs of an allergy to anything, or was it just a precautionary test?

I first discovered Charlie was allergic to oatmeal because of the Aveeno with oatmeal. Later, I tried giving him oatmeal to eat and he got the same rash around his mouth.

V - I have a rec for ped allergist... imo, i think you should see one now. Like Amy said, unfortunately, peds just don't specialize in allergies.

I saw blood in Eliza's diaper when she was 4 months old. I immediately made an appointment with our allergist. He offered the skin test and explained that unless it was a severe allergy, the result would likely be inconclusive. I opted for the test beccause my firstborn does have a wickedly severe allergy to all dairy. She had no other symptoms (no excessive crying, no major reflux, no excessive gas). just the one instance of blood in her stool.
The test came back a clear negative, but still considered inconclusive. We waited to see how she'd react when cows milk was introduced at 9 months (through yogurt). I also reduced the amount of milk in my diet (she was EBF).
She has no allergies at 14 months and handles cows milk just fine. My eldest is still allergic to dairy at 2.5.
