according to dave's parents - dutch wonderland (they have 2 other grandkids and said that dutch wonderland will be PERFECT for Emma this summer and for a few to come!).
they are close enough (in my opinion) that you can do both if you are in that area!

Dutch Wonderland is more younger kid friendly then Hershey. But as Jess said they are close to each other so you can always go 2 days and visit both

I was looking online and you can buy a two day pass one day for each park,. I think they are 30 minutes away
