Re: To furlough... or not to furlough...
We got furloughed 2 years ago - we got two weeks less pay but still had to work! They paid us one day late every other week for 10 pay periods. It was total crap but I work in a field where they can't furlough us normally (they would have to pay the police triple overtime if they did).
I'd take a 2 week furlough in a heartbeat if it meant saving the county money and keeping my job!

DH is with the sheriffs dept and we had the same furlough... such BS, if we are forced they should at least let them take off without pay.

Re: To furlough... or not to furlough...
although I could really use two weeks home with my DD - I would be stressing the whole time about how we are going to pay the bills by losing two weeks worth of money... I am hoping it does not happen.

nothing is certain - from what I was told they do not have to pay essential employees either. Last time yes everyone's pay and leave balances were reinstated - but the same may not apply this time around
Correct. It has to be written into the Continuing Resolution ("CR") in order for people to be back paid. Last time, employees who were classified as essential and those who were non-essential were back paid for the time during the shut down. But 96 was a very different climate, both politically and economically.
The thing is that if people are deemed non-essential, they cannot work. Which means no checking blackberries or using remote log-ins. It would be a violation of the Anti-Deficiency Act. That said, its hard to imagine DOJ actually coming after agencies and prosecuting those cases.
The trouble with this 2-week CR is that it only kicks the can down the road. And the larger problem is that it is going to be *very* hard to come to a compromise that comes close to the $60B that the House Republican Caucus has dug in on.

Well said, Liz I personally think that we have less of a chance of being paid since there has been so much negative publicity about Federal salary in the past year or so. I don't think we'd have the American public behind us this time around.. no one pities over-paid/underworked Feds and thinks we should suffer along with the rest of 'em.

Agreed - if a furlough happens, it is very unlikely anyone would receive retroactive pay.
