Target Score?

So I can choose any Target for each student? Some students can be set lower than others etc? Wouldnt that be hard to use that to measure growth? What if I have highr expectations for my students than another teacher? What if I just set all my target scores low? Am I understanding this correctly??

These are all good questions that I have asked as well. In my building we are not getting clear answers. I don't think even all of the admins fully understand it.
