Garlic?
In my life, I have yet to buy a decent head of garlic. It's always too dried out, starting to rot, or starting to sprout. I end up buying the jars which people then knock me for 
How the heck do you pick the prefer bulb?

should be tight not falling apart, white with not markings. I always kick it in a jar on the counter

The papery skin should be tight around the heads. Look for heads where the cloves are not separated or exposed away from the skin. I always chose heads that have a purple tint around the skin as well. I keep garlic in a small basket on my counter and it stays well for several weeks.

I buy the peeled garlic cloves in a bag in the refrigerated produce section.

Yes tight paper on outside but also press the outside cloves. If soft don't buy. Only firm ones

I also buy the loose, individual tight bulbs and I try to make sure they're not a product of China.

The garlic from the supermarket is always terrible. I have had better luck at farmer's markets or Whole Foods.

Happens to my garlic too. However, I always have a bottle garlic as well and it works. It just faster and easier when I am in a rush to get dinner done.
